Fan Qingfeng, the deputy to the National People's Congress and vice president of Shenzhen High-tech Investment Group, has put forward a proposal in this Two Sessions,focusing on intellectual property securitization. Intellectual property is one of the most valuable assets of small, medium, and micro technology-based enterprises. Meeting the financing needs of these enterprises and turning "intellectual property" into "asset" is an important means to facilitate technological innovation. Fan Qingfeng expressed that he hoped the “Shenzhen Model”, which did well in making IP to tangible assets, could be replicated and promoted nationwide in the future. And more measures should be taken by governments at all levels to support the intellectual property securitization by governments at all levels so as to make the financing model  benefit more small, medium and micro technologies type enterprises.

Intellectual property securitization, as a way of asset securitization, is a new financing method for high-tech enterprises to revitalize their assets. Currently, Shenzhen High-tech Investment Group actively responds to the call of the nation and takes the advantages of specialization, full chain, and multiple licenses to explore an intellectual property securitization model based on small-value bonds which is the first in China.  

The "Bao'an District-Ping An Securities-High-tech Investment Intellectual Property No. 5 Asset-backed Special Plan in which Gaoxin Investment participated was successfully issued in December 2021. So far, this is the only intellectual property securitization products getting the support of the nation with an issuance scale up to 110 million yuan, benefiting 10 specialized, fined, peculiar and innovative companies.  In addition, since December 2019, High-tech Investment Group has completed a total of 30 intellectual property securitization projects, with a total scale of over 6.88 billion yuan, serving about 430 Shenzhen science and technology enterprises. According to Fan Qingfeng, so far, the "Shenzhen Model" is the only intellectual property securitization model that has been replicated and promoted on a large scale in the whole country.

Intellectual property operation, as a necessary way to promote the effective transformation of knowledge to capital, is also an important means to promote the sound development of intellectual property. On the basis of vigorously protecting intellectual property rights, how to operate intellectual property rights reasonably and build a bridge between banks and technology-based small and micro enterprises to help these technology-based small and micro enterprises with light-asset, high risk, and large potential solve the problems of financing, is an issue that both enterprises and governments need to take into consideration.
