In this Two Sessions, Dong Mingzhu, the deputy to the National People's Congress and the chairman of Gree, has put forward several suggestions in the fields of livelihood, manufacturing industry, and intellectual property, including raising the tax threshold for individual, encouraging enterprises to allow employees have flexible holidays, promoting high-quality development of manufacturing industry, and  establishing a national intellectual property court as soon as possible.

Only by improving the ability of independent innovation, can China's manufacturing products can oppcupy the global market. Based on innovative research and development, Dong Mingzhu, the deputy to the National People's Congress and chairman of Gree Electric Appliances, put forward suggestions pertain to talents, intellectual property protection, and corporate R&D investment.

Optimize tax rebate policies and encourage enterprises to increase investment in independent research and development

In recent years, under the guidance of the national innovation-driven strategy and the efforts of various industry entities, China has made great progress in science and technology. However, in some core technology fields such as chips, we are still constrained by others. To solve this problem, ,more attention should be paind to enterprises, whcih are thr main body of scientific and technological innovation in the marke. The investment in R&D and the training for R&D talents should be enhanced not only to improve the market competitiveness of enterprises, but also to improve the international competitiveness of China's innovation.

In order to stimulate the innovation ability of enterprises, Dong Mingzhu also  suggested optimizing the tax rebate policy of enterprises to encourage them invest more into independent research and development. The enterprises are allowed to enjoy the tax incentives contineously only if they meet the requirements. In this way, enterprises can form a sustainable and stable investment independently mechanism.

Strengthen talent protection and establish a national intellectual property court

It is necessary to continue the implementation of the super deduction policy for R&D expenses and increase the super deduction ratio of R&D expenses for manufacturing enterprises to 100% to strengthen the protection of intellectual property rights, according to the government work report this year.

China has been transforming to a strong country of intellectual property rights, during which various kinds of infringements, such as intellectual property rights squatting,  occur frequently. This is way we must strengthen the protection of intellectual property rights to optimize the business environment. In this regard, Dong Mingzhu suggested that a national intellectual property court should be established as soon as possible to build a specialized and independent intellectual property adjudication system to ensure the professionalism and specialization of intellectual property adjudication.

In addition, talent protection is also one of Dong Mingzhu's concerns. Talents, serving as the support of the innovation and development, are the most valuable assets for enterprises in present market competition. In order to prevent the malicious loss of talents, she suggested that legislation should be taken to establish an orderly flow of talents. For example, the senior management personnel, senior technical personnel and other personnel with confidentiality obligations should get permission from the enterprises before leaving the job so as to protect the confidentiality and commercial interests of the enterprise.
