Zhao Wen:Accelerate the cultivation of high-end intellectual property talents

Zhao Wen, the member of CPPCC and the vice-chairman of the Central Committee of Jiusan Society, has put her focus on the cultivation of intellectual property talents this year. She noted that there is a huge shortage of high-end intellectual property talents in China, and the lack of professional colleges and universities, shortage of teachers, low degree of internationalization and other problems were urgently to be solved. To truly implement the Outline for Building a Strong Intellectual Property Country (2021-2035) and the 14th Five-Year Plan for Intellectual Property Talents so as to build a powerful intellectual property country, it is necessary to speed up the cultivation of high-end intellectual property talents.

A new round of scientific and technological revolution is booming, under which China is moving towards an intellectual property power according to the blueprint of the national 14th Five-Year Plan. Under this circumastance, the lack of specialized intellectual property talents, especially high-end talents, has become an urgent problem to be solved.

 

According to the data of the CNIPA, by the end of 2020, there were 73,000 intellectual property service institutions in China, with about 865,000 employees worked in this industry. Compared with other industries, intellectual property has absorbed a relatively higher proportion of highly educated talents, of which 75.4% of them are in bachelor's degree or above. However, the talents meeting the requirements of higher-end intellectual property business are till in short. In order to push the further development of national intellectual property, practitioners with interdisciplinary backgrounds, who not only have solid knowledge of science and engineering, but also know about law, management, economics, and finance, are urgently needed. They are expected to master the rules of international organizations and international trade norms and domestic intellectual property system, and are able to practice in global platforms.

 

The number of practitioners who meet the standards mentioned above is too small to meet the demands of domestic market. So far, the professional high-end intellectual property services provided by foreign companies are still the first choice of many enterprises when they need a cross-border negotiation or a cooperative negotiation. In view of the current international situation, the lack of talents will intensify Chinas  dependence on foreign countries in the intellectual property industry and bring the undertaking of intellectual property more uncertainties.

Concerning this issue, Zhao Wen, the vice chairman of the Central Committee of the Jiu San Society, has put forward three-year suggestions:

 

First, improve the overall plan from the national level. The National Intellectual Property Research Institute should be established to build a world-class intellectual property think tank. At the same time, intellectual property should be defined as a first-level discipline in high-level education, which is divided into five second-level disciplines including internationalization to refine its training directions. Besides that, more efforts should be made to enhance the construction of IP master and doctoral programs in universities. After all these, a systematic intellectual property high-end talent training system in a hierarchical and classified training model should be gradually built.

 

Second, increase the workload of practice. Take the successful experience of cultivating MBAs for example, colleges and universities should be encouraged and supported to take advanced training methods to help students update their theoretical knowledge in a timely manner and improve their practical ability. At the same time, the scope of continuing education for intellectual property talents should be expanded to increase the talent pool. In this way, the needs of various talents in various fields, links and levels of intellectual property could be met as soon as possible. 

 

Third, strengthen international cooperation in intellectual property talent training. The  cooperation with WIPO and other international organizations and countries and regions along the "Belt and Road" should be deepen to enhance China's ability to export talents and to promote and participate in the construction of more open, inclusive, balanced and inclusive international intellectual property rules.
