On the morning of March 5, the fifth session of the 13th National People's Congress was hold the opening ceremony in the Great Hall of the People in Beijing, during which the Premier Li Keqiang delivered the Government Work Report of 2022. He summarized that in the past year, China has strengthened the leading role of innovation and intellectual property protection, promoted the implementation of major scientific and technological projects, and carried out actions to strengthen and fill in the gaps of key industries. Li also noted that more efforts should be made to further implement the innovation-driven development strategy, strengthen the critical role of enterprises in innovation, advance the R&D in key and core technologies, deepen the integration of production, education, research and application, strengthen the protection and application of intellectual property rights, and consolidate the foundation of the real economy.

The report pointed out that in last year, our country has strengthened the construction of national laboratories, improved the management of scientific research funds, expanded the autonomy of scientific research, and promoted the implementation of major scientific and technological projects. The super-deduction policy for R&D expenses were taken to increase the super-deduction ratio of manufacturing enterprises to 100%. The digitalization and intelligence of traditional industries  were accelerated and the healthy development of emerging industries were promoted. In 2022, more efforts should be made to increase the incentives for enterprise innovation, promote the development of venture capital, improve the professional level of technology intermediary services, increase the support for technology-based small and medium-sized enterprises, and provide large-scale financial support.

1. Implement key core technology research projects and improve the talent training mechanism

Innovation is the primary driving force for development. Only by maximizing the release of innovation, entrepreneurship and creativity in the whole society, can we continuously enhance China's influence and competitiveness in this changing world.

We should actively explore the new national system for tackling key core technologies, make breakthroughs in key core technologies, and continuously achieve new breakthroughs in the fields of manned spaceflight, Mars exploration, resource exploration, and energy engineering, so as to safeguard national security from a strategic level. We should vigorously strengthen basic scientific research, strive to achieve more breakthroughs from beginning, and reduce the risk of being constrained in core technology fields. 2. Strengthen protection for intellectual property

The intellectual property system aims to stimulate and protect innovation, and serves as the legal guarantee for implementing the innovation-driven development strategy. Innovative scientific and technological achievements can only produce social and market value through being transformed into productive forces by practical application. To achieve this transformation, the protection and application of intellectual property rights must be strengthened. Since the 19th National Congress of the Communist Party of China, our country has attached great importance to strengthening the protection and utilization of intellectual property rights. General Secretary Xi Jinping has made important instructions on intellectual property work many times and the State Council and the Intellectual Property Administration have successively issued important documents. "The Fourteenth Five-Year Plan for National Economic and Social Development of the People's Republic of China and Outline of Vision 2035" has made a plan on the protection and utilization of intellectual property rights in the form of a special section for the first time. The "Opinions on Strengthening Intellectual Property Protection" also has pointed out that strengthening intellectual property protection is the most important part of improving the property rights protection system and the biggest incentive to improve my country's economic competitiveness.
