➽What’s happening：

Opinions of the CPC Central Committee and the State Council on comprehensively promoting the key work of rural vitalization in 2022, unveiled on February 22, has been putting the issues relating to agriculture, rural areas and farmers in high on the agenda for 19 consecutive years since 2004. “We must firmly hold the bottom lines of guaranteeing China's grain security and ensuring no large-scale return to poverty”, the document noted. It also outlines key tasks of developing, constructing, and governing villages to put forward promotion of rural vitalization and modernization of agriculture and rural areas. 

The document also noted that more efforts should be made on seed sources and other key and core technologies to strengthen the foundation of modern agriculture. The Seed Law of People’s Republic China should be implemented and relevant platforms and systems should built, too. Foremost among these is the protection for seed intellectual property must be strengthened to crack down on illegal and criminal activities, such as infringement.

Serve national strategies.

Seed sources play an core role in the development of national agriculture. Strengthen protection for intellectual property in seed means the research capacity could be fully released and international patent portfolio could be further optimized in this filed to maximize the profits of China.  

Encourage enterprises innovation

Infringement behaviors not only disorder China’s seed industry, but also put good seeds and breeds in risk of being pirated and deplete enterprises and individuals to breed fine seeds. To cope with this problem, strengthening protection for intellectual property in seed will be a good way to crash down the infringement, fostering a benign circle of “breeding fine seeds, creating commercial value, stimulating investment, and having more money to breed seeds”.

Guarantee farmer’s interests

China is a great agricultural country with rich seeds resources, which are mainly used by farmers. Protection for intellectual property in seeds leads to the cultivation of better seeds, which indicates a better production and better earnings for farmers. Furthermore, a high percent of goods seeds in China’s seed industry could improve China’s status in international seed market and make more profit based on that.
